If any civil disturbance by a resistance group, religious organization, or other persons considered to be non-conformist takes place,

under Appendix 3 to Annex B of Plan 55-2 hereby gives all Federal forces total power over the situation if local and state authorities cannot put down said dissenters. Annex A, section B of Operation Garden Plot defines tax protesters, militia groups, religious cults, and general anti-government dissenters as Disruptive Elements. This calls for the deadly force to be used against any extremist or dissident perpetrating any and all forms of civil disorder.Under section D, a Presidential Executive Order will authorize and direct the Secretary of Defense to use the Armed Forces of the United States to restore order.


2 TAB A APPENDIX 1 TO ANNEX S USAF CIVIL DISTURBANCE PLAN 55-2 EXHIBIT POR:SGH, JCS Pub 6, Vol 5, AFR 160-5 hereby provides for America’s military and the National Guard State Partnership Program to join with United Nations personal in said operations. This links selected U.S. National Guard units with the Defense Ministries of “Partnership For Peace.” This was done in an effort to provide military support to civil authorities in response to civil emergencies.

Under Presidential Decision Directive No. 25, this program serves to cement people to relationships between the citizens of the United States, and the global military of the UN establishments of the emerging democracies of Central and Eastern European countries. This puts all of our National Guardsmen under the direct jurisdiction of the United Nations.

Section 3:

This plan could be implemented under any of the following situation:

(1) Spontaneous civil disturbances which involve large numbers of persons and/or which continue for a considerable period of time, may exceed the capacity of local civil law enforcement agencies to suppress. Although this type of activity can arise without warning as a result of sudden, unanticipated popular unrest (past riots), it may also result from more prolonged dissidence.

This would most likely be an outgrowth of serious social, political or economic issues which divide segments of the American population. Such factionalism could manifest itself through repeated demonstrations, protest marches and other forms of legitimate opposition but which would have the potential for erupting into spontaneous violence with little or no warning.

(2) Planned acts of violence or civil disobedience which, through arising from the same causes as (1) above, are seized upon by a dedicated group of dissidents who plan and incite purposeful acts designed to disrupt social order.

This may occur either because leaders of protest organizations intentionally induce their followers to perpetrate violent acts, or because a group of militants infiltrates an otherwise peaceful protest and seeks to divert it from its peaceful course.

Subsection C: (2) Environmental satellite products will be continue to be available. (d) Responsibilities. Meteorological support to civil disturbance operations will be arranged or provided by AWS wings.

The 7th. Weather Wing (7WW) is responsible for providing / arranging support for Military Airlift Command (MAC) airlift operations. The 5th Weather Wing (5WW) is responsible for supporting the United States Army Forces Command.

(3) SITUATION. Civil disturbance may threaten or erupt at any time in the CONUS and grow to such proportions as to require the use the Federal military forces to bring the situation under control.

A flexible weather support system is required under control. A flexible weather support system is required to support the many and varied options of this Plan.

Subsection B:

Concept of Environmental Support. Environmental support will be provided by elements of Air Weather Service (AWS) in accordance with refs a-f. The senior staff meteorologist deployed int the Task Force Headquarters (TFH) will be the staff weather officer (SWO) to the TFH.

Centralized environmental support products are requested in accordance with AWSR 105-18. (4) Weather support is provided by weather units located at existing CONUS bases or by deployed SWOs and / or weather teams to the objective areas.

(5) Support MAC source will be provide in accordance with the procedures in MARC 103-15. MAC forces will be provided in accordance with the procedures in AFR 105-3.

1. GENERAL Opposition forces or groups may attempt to gain knowledge of this plan and ‘use that knowledge to prevent or degrade the effectiveness of the actions outlined in this plan. In order to protect operations undertaken to accomplish the mission, it is necessary to control sources of information that can be exploited by those opposition forces or groups.


OPSEC is the effort to protect operations by identifying and controlling intelligence indicators susceptible to exploitation. The objective of OPSEC, in the execution of this plan, is to assure the security of operations, mission effectiveness, and increase the probability of mission success. 2. RESPONSIBILITY FOR OPERATIONS SECURITY (OPSEC):

The denial of information to an enemy is inherently a command responsibility.

However, since the operations Officer at any level of command is responsible to his commander for the Overall planning and execution of operations, he has the principal staff interest in assuring maximum protection of the operation and must assume primary responsibility instibility for ensuring that the efforts of all other staff elements are coordinated toward this

end. However, every other individual associated with, or aware of, the operation must assist in safeguarding the security of the operation.


a. The basic objective of OPSEC is to preserve the security of friendly forces and thereby to enhance the probability of successful mission accomplishment. “Security” in this context relates to the protection of friendly forces. It also includes the protection of operational information to prevent degradation of mission effectiveness through the disclosure of prior knowledge of friendly operations to the opposition.

b. OPSEC pervades the entire planning process and must be a matter of continuing concern from the conception of an operation, throughout the preparatory and execution phases, and during critiques, reports, press releases, and the like conducted during the post operation phase.

4. Specific operations orders and standard operating procedures “MUST be developed with the awareness that the opposition may be able to identify and exploit vulnerable activities.

Operation Garden Plot

Garden Plot is the generic Operations Plan [OPLAN] for military support related to domestic civil disturbances.


The euphoria over the August 6, 1965, signing of the Voting Rights Act subsided a week later when the Watts section of Los Angeles exploded in the Nation’s worst race riot since 1943. It lasted 6 days and left 35 dead, 900 injured, over 3,500 arrested and $46 million of property damage. The Watts riot demonstrated the depth of the urban race problems in the North.

Over a week of rioting was triggered in the Watts district of Los Angeles by the arrest of a black motorist in the area, leaving 34 people dead and over 1,000 injured. Nearly 3,800 people were arrested, and property damages were put at $40 million. An official report criticized by black leaders placed some of the blame for the riots on the growing civil rights movement. Two more people were killed when disturbances flared again in Watts in early 1966.

Although the Watts riots of 1965 was a pivotal point for the Army as a whole, only California National Guard troops were utilized in quelling the unrest in Watts. The employment of federal troops during the Detroit riots of 1967 was the transitional point for the Army.

Demographic changes have caused significant stratification of Los Angeles by neighborhood. The areas of South and Central Los Angeles, overwhelmingly populated by African Americans and Hispanics, have experienced despairingly high unemployment-20 to 40 percent of the residents live below the poverty level. By contrast, several of the communities on the west side remain fairly homogeneous white neighborhoods with minimal levels of poverty. These circumstances have contributed to strong economic and social tensions, the most notable being the conflict in South Central between African Americans and Korean Americans. The two groups have lived alongside one another for the past decade but have experienced dramatically different economic changes.

By 1992 Los Angeles was in the midst of a spiraling economic downturn. Although the strain of the deepening recession had been hard on the entire city, it was especially severe on the African-American community. The disproportionately high levels of unemployment and poverty in the African-American neighborhoods were, by most accounts, giving rise to growing levels of tension, frustration, and anger that contributed to a tense atmosphere.

African Americans, especially young males, felt they were frequently the victims of police mistreatment, racism, and abuse, a feeling also shared by leaders of the Hispanic communities, Korean Americans held a similar view and believed that they did not receive adequate protection from the LAPD. In general, there was a widespread perception within the minority communities that the police gave priority to protecting affluent white neighborhoods over minority communities such as South Central, the Pica-Union area, and Koreatown

On the afternoon of 29 April 1992, the worst civil unrest since the riots of the 1960′s erupted in the streets of Los Angeles (LA). The civil unrest in Los Angeles followed a California jury’s acquittal of the Los Angeles policemen accused of using excessive force in the beating of Rodney King. The case had received heavy media coverage dating from before it even went to trial, when a video of the beating hit the national airwaves. It came as a surprise then, as the verdicts were read: One of the officers was found guilty of excessive force; the other officers were cleared of all charges. The verdicts were broadcast live, and word spread quickly throughout Los Angeles. At various points throughout the city that afternoon, people began rioting. Riots erupted on the streets of south central Los Angeles and soon expanded to disrupt and threaten lives and property in much of the city and county of Los Angeles.

In South Central Los Angeles, crowds began to congregate almost immediately to protest the verdicts. The street corner protests began to grow in number and size-first angry and then violent – a situation dramatized by the beating of a white truck driver four hours after the verdicts were announced. During the next six days, the reaction escalated into a terrifying reign of violence, widespread looting, and mass destruction of property in many communities across the city. The swiftness and ferocity of these events stunned the entire city and nation.

The first incident, which occurred within an hour after the verdicts were announced, took place in the Hyde Park neighborhood of the 77th Street Police District. The intersection of Florence and Normandie, considered one of the “flash points,” was the scene of repeated violent activity beginning before 4:00 p.m. The events there were covered by live television and reached their peak at approximately 6:45 p.m., when several young African-American males dragged Reginald Denny, a passing motorist, from his truck and beat him close to death. The violence and lawlessness escalated and spread to the north and west.

By 6:30 p.m., a crowd had gathered outside Parker Center, Los Angeles Police Department (LAPD) headquarters, which had been stormed and vandalized within the hour. This incident gripped the attention of police commanders. Firefighters were being attacked-one was shot and hospitalized in the early evening while responding to a call.

The lawlessness involved physical violence, looting, and arson, which resulted in massive destruction of property. According to the City in Crisis, the rioting was cyclical in nature and occurred with equal intensity in daylight hours and during the night, unlike past civil disorders. Disturbances which began in the morning gathered momentum during the day and reached a high point in the evening, declining during the early morning hours. Destruction was most severe on the second day and tapered off only on the fourth and fifth days.

At least forty-four [possibly 58] people died and hundreds [possibly more than 2,000, or even 4,000] were injured before order was restored Property damage reached the billion dollar mark because of rampaging looters and the thousands of fires that they set. It began as a small disturbance in south central LA, but quickly escalated and spread rapidly throughout the city and country. Arsonists set over 4,600 fires that at least partially burned a reported 10,000 businesses. Reports on the number arrested ranged from 12,000 to 17,000. Emergency workers were soon stretched to the limit in their efforts to cope with the crisis. The violence initially overwhelmed law enforcement agencies, resulting in the burning of large areas of the city. The LA riots of 1992 were unquestionably the most costly civil disturbance in US history.

The initial response of many city officials was marked by uncertainty, confusion, and lack of coordination. Within the LAPD, there was no meaningful integration with any other arm of government. The LAPD was uncharacteristically hesitant in responding to initial incidents of disorder – which later would be considered a major factor in their inability to control the unrest.

As the fires spread across Los Angeles beginning in the late afternoon of Apri1 29, 1992, unprecedented demands were placed on the Los Angeles City Fire Department, in particular, because it was forced to respond to calls for assistance while confronted at times by hostile individuals and crowds armed with assorted weapons. The fire fighters were severely hampered by the response time and level of escort support which the Los Angeles Police Department was able to muster.

Both the state and federal governments responded quickly to the crisis. The governor of California committed the state police and two thousand National Guard soldiers to assist in restoring law and order on 30 April. At 2230 on 29 April 1992, as part of the response to this disorder, the 3d Battalion, 160th Infantry (Mechanized), 40th Infantry Division, California National Guard, was ordered to mobilize. CANG’s initial response was slow and somewhat disorganized. Its troops did not arrive in the streets until 17 hours after Wilson’s order or not until the evening of April 30. Between 2100 and 2400 the following day, all 3d Battalion companies deployed to their assigned areas. It was the first tactical battalion to be mobilized, the first to deploy to the streets of LA, and the last to redeploy. By the early morning of 30 April, the Governor of California had ordered state police and about 2,000 guardsmen into the area to restore order. The first of the National Guard units, the 670th Military Police Company, traveled almost 300 miles from its main armory and arrived the same afternoon to assist local police.

Lacking proper warning by LAPD, CANG loaned out to local agencies key items of riot control equipment such as face shields, riot batons and lock plates for their M-16 rifles. Logistics failures included ammunition shortages and transportation and communications snafus. Training was inadequate and predicated on the mistaken belief that the troops would face only a riot and not “low-intensity conflict (or urban warfare)” Training before and during the crisis was based on out of date “crowd control” techniques prescribed in the 1985 Army Field Manual 19-15, Civil Disturbances. Absolutely no one, civilian or military, expected a situation where the National Guard would be needed on the streets in a matter of hours.

The federal response was timely. SecDef Richard Cheney put 4,000 Army and Marine troops on alert on 30 April 1992. President Bush invoked the Insurrection Act via Executive Order 12804 [not Executive Order 6427] of 1 May 1992, federalizing elements of the California National Guard and authorizing active military forces from the Army and Marine Corps to help restore law and order. Following this Presidential Executive Order on 1 May, JTF-LA was formed. The Executive Order federalized unit of the California Army National Guard (CAARNG) and authorized active military forces to assist in the restoration of law and order. JTF-LA formed and deployed within 24 hours. It operated in a unique domestic disturbance environment while working with city, county, state, federal agencies, and the CAARNG. JTF-LA was completely successful in meeting the three objectives defined in its mission statement, which were-assume command and control of federalized National Guard and AC Marine and Army forces, establish liaison with local law enforcement agencies; and conduct civil disturbance operations to restore order in the greater LA area.

As DOD’s executive agent for the crisis, the Secretary of the Army activated a civil disturbance plan, called GARDEN PLOT, to help orchestrate the callup and deployment of the military forces. Joint Task Force Los ANGELES consisted of about 10,000 guardsmen, nearly 1,500 marines from Camp Pendleton, and 2,000 soldiers from the 2d Brigade, 7th Infantry Division (Light), at Fort Ord. Virtually the entire 40th Infantry Division was mobilized. The military personnel were supposed to protect specific areas of the city, patrol neighborhoods after the police had restored order, and protect the fire fighters who were being attacked by mobs. Army troops showed restraint and discipline in handling a touchy situation. During the riots, they worked in areas of the city without electricity, where many buildings had been destroyed by fires, and resolved several potentially dangerous confrontations. The military would also provide some logistical support and supply riot gear, helicopters, tentage, and Meals, Ready-to-Eat (MRE). DOD estimated the final cost of the operation at about $15 million. A full complement of intelligence analysts was required to support the assault command post (ACP) during Operation Garden Plot. Law enforcement agencies generally have adequate data collection capabilities, but lack the ability to perform detailed intelligence analysis. Considerations for the G2 (S2) in an operation such as Garden Plot may include points similar to the following:

In Operation Garden Plot, military forces established intelligence exchange with suburban police departments, local city command post, the Los Angeles Police Department (LAPD), the LAPD emergency operations center, the city command center, the sheriffs office, the Federal Bureau of Investigation (FBI), and the Bureau of Alcohol, Tobacco, and Firearms. Close and effective liaison must be established with all potential sources and agencies. Local law enforcement agencies have access to HUMINT, often unavailable to the military. The intelligence staff of the law enforcement agencies have unparalleled expertise in civil disturbances and gang behavior, while military analysts are in the best position to apply this experience to civil-military operations. During Operation Garden Plot, units used a variety of government-owned, off-the-shelf purchased, and personally owned equipment to effectively conduct operations. Additional communications equipment included such things as cellular phones, faxsimile machines, and police scanners.

For many days after, it was impossible for people living in South Central and Koreatown to purchase the minimum necessities. The city’s mayor lifted the curfew on 4 May, and troops departed Los Angeles by 6 May.

An Aggressive Program to Counter The Disrupters Movement

Recent efforts by The Disrupters Movement to gain political influence are beginning to seriously and adversely affect public perceptions and understanding of ongoing programs aimed at smoothing the transfer of sovereignty and power from national governments to super-national statist organizations unless such efforts are countered and discredited, the task of creating a unified global government under UN control will be far more difficult. The most dangerous element of The Disrupters Movement are those that are part of the Christian Fundamentalist majority. The following memorandum offers a set of policy prescriptions designed to counter-act their, efforts,


Although there has always been opposition from groups and individuals with a conservative, isolationist attitude, the recent growth of such opposition, and the ability and organizational success of these groups has raised serious concern in recent years. Unless steps are taken to meet the challenge posed by The Disrupters Movement, it is possible that these groups could make serious inroads into the public complacence which has been so carefully nurtured over the past fifty Years, The threat is two-fold. First, there is the traditional conservative political threat, one which can be traced back to pre-W.W.II isolationism and political conservatism. These groups are not of particular concern as their organizing ability and numbers do not suggest the capability for amassing significant political power. It is the second category, the “Christian Fundamentalists,” that pose the greatest threat. These people are representative of a massive population of Americans and if allowed to propagandize and organize that base could present serious obstacles to further progress,

I. Overt Programs;

Overt programs to counter growing influence of Christian and other groups should take various forms:

A. An active effort aimed at promoting the benefits of global organizations and institutions. Media stories, books, conferences, and other means should be utilized to get the story out in appropriate fashion.


B. Appearances by political figures, well-known celebrities and other influential figures at events connected to international and super- national organizations and institutions. Of particular use are events which involve “feel-good” operations such as UNICEF, Feed the Children, Americare, etc.

C. Promotion of peaceful uses of atomic energy, disarmament as a necessary condition to peace and security, and tolerance and acceptance of non-Christian faiths should be promoted consistently but with enough subtlety so as not to turn off the targeted populations.

1. Under no circumstances, however. should such efforts be allowed to raise fears regarding those goals, nor should they provide substantive evidence of the true objectives of U.S.G. policy.

2. An important means of developing support for disarmament and the reliance on the United Nations to impose global order is through raising fears of nuclear weapons. By playing up the danger of nuclear war, It should be possible to generate considerable public support for further movement towards the disarmament of national states. This diverts attention from the real nature of disarmament effort by portraying it as necessary to world peace, rather than a step on the road to world government.

D. A massive attack on The Disrupters Movement, and especially Christian religion groups. This assault would challenge them as intolerant, hateful, exclusionist, and potentially dangerous. Such a program would include the following:

1. Efforts should be made to falsely portray their objectives as the creation of a religious theocracy and the imposition of strict religious interpretation of the Bible as the basis for political participation in “The New Christian America.” This can best be accomplished by focusing on the most outrageous and extremist statements and members, while down playing the more moderate membership.

2. ” Christian ” groups should whenever possible be portrayed as fringe elements of the country’s religious population, not especially numerous and certainly not representative of “most” Christians. 3. At every opportunity these “Christian” groups should be presented as vicious, intolerant, and especially as anti-Semitic. The selective use of quotes, and if necessary, the use of invented statements, can be most effective means of accomplishing this task.


4. Arrest either on criminal charges or on mental Inquest warrants certain members of The Disrupters Movement who by their fanatical religious life-styles and/or their EMERGENCY PREPAREDNESS would be psychologically and physically prepared to survive outside of the government control.

5. Harassment on criminal charges or mental inquest warrants of those who listen to and/or sympathize with The Disrupters Movement.

II. Covert Programs: Covert programs may be equally as important, if not more so, to countering the increasing effectiveness of The Disrupters Movement.

A. Infiltration of The Disrupters Movement by sympathetic agents is an extremely useful tool in combating their efforts.

1. By carrying out extreme acts, and especially acts of violence, such individuals can bring discredit and public condemnation against The Disruption Movement.

2. By raising confusion , and care fully encouraging splits and controversy within The Disrupters Movement, such agents will be able to reduce the effectiveness and coherency of those groups.

B. Individuals who have been groomed to operate outside the usual channels of political activity should be activated and placed in positions in which they appear to be in opposition to USG policy.

1. These persons would speak out publicly in opposition to our policies, but would be in fact be sympathetic to our long term objectives. By carefully and selectively providing false or misleading information, and information of a seemingly scandalous or dramatic nature, they would seem to be supporting the agenda of The Disrupters Movement. But when the information the promulgated was shown to be patently false, It would further damage the credibility of the opposition.

2. The use of certain talk radio personalities along the lines suggested in paragraph 1 has already proven quite effective and further ventures along these lines could be beneficial.

3. In extreme situations, it may become useful or even necessary for these undercover assets to carry out certain operations against members of The Disrupters Movement who are interfering with CABLESPLICE. In some cases, termination’s with extreme prejudice may be called for.



C. Subversion and Elimination of the Second Amendment


1. One of the most critical efforts must be the removal of firearms from individual control. The on-going long-term program to accomplish this is to bear efforts along current lines are advised.


a. The use of “agent provocateurs,” individuals who are seemingly insane (but who are never taken alive) who create highly publicized mass killings with automatic weapons has been particularly useful in molding public opinion. Similarly, the regular use of random killings in large urban areas as a way of creating a climate of fear and violence has resulted in significant gains for the gun-control point of view. Such programs are extremely useful and should be continued and possibly expanded.


b. On-going efforts to gain small footholds in gun-control are worthwhile as they open the door to further controls later on. The importance of eliminating the Second Amendment Right to Bear Arms cannot be stressed too much.



These programs should be designed to carefully seed the media with false and misleading information about long-term goals and plans, as well as forged and deceptive details about The Disrupters Movement.

A. Careful and selective placement of spurious and potentially damaging news stories in the popular media is an excellent means of raising doubts and fears of the population. Our opponents have made good use of this technique, we should do likewise.

B. One of the most effective disinformation programs has been the selected use of “expose” books and stories, all reputedly written by former government and super-government officials, but in fact developed within the NSA and CIA.

1. Connections to actual government operations, and the bona fides of such expose authors are deliberately vague in order to make tracing and verifying their stories difficult.

2. Although the books and information “exposed” would seemingly be extremely critical of our long-term programs and objectives, the contradictions contained within, the difficulty of verifying either authors or details, and the wild-eyed style verging on the Irrational would all work to discredit and raise doubts.

The presentation

3. The presentation of fringe and extremist religious doctrine and beliefs, or the presentation of Christian religious beliefs in particularly dogmatic and intolerant fashion, would help to turn popular opinion against The Disrupter Movement.

IV. Other Propaganda Efforts

A. Print Media/Publications

1. Appropriate use of popular media intended to discredit and attack opponents is a fundamental tool of countering The Disrupters Movement.

2. While control of the major media outlets is crucial to such efforts, it is through “fringe” media publications that the most damage can be done to The Disrupters Movement. Continued use of assets within the counter media can be beneficial.

B. Electronic/Computer Systems: Electronic computer systems, bulletin boards, and information superhighway in general is an area of considerable importance to efforts to combat the activities of The Disrupter Movement. The ability of opponents to utilize computer bulletin boards to pass information and educate people must be met with an active program of disinformation and attack.

1. One means of countering the effectiveness of such opposition efforts is the simple expedient of overloading their bulletin boards. A single operator with one computer can set a program in motion that will send out thousands of messages. The sheer volume of such messages is more then the content. Most people will give up rather then read through hundreds and thousands of messages.

2. A second means of countering the opposition’s use of computer technology is through the careful placing of disinformation agents. Such agents can take two forms:

a. Agents may be placed who will simply argue against the opposition, using delaying and confusing tactics such as constantly demanding references and “proof” of allegations, referring to obscure and difficult to find documents as evidence that the opposition is wrong, and generally forcing the opposition to waste tremendous amounts of time simply defending itself from spurious and irrelevant attacks.


b. Other agents have been placed with a more subtle purpose mind. Such agents would take on the persons WA attitudes of members of The Disrupters Movement, but would present the opposition case in ways that will ultimately discredit them. The necessary effort to correct. the messages posted by these agents, and the resulting appearance of disarray within their camp should present considerable opportunities for further assaults on The Disrupters Movement.

3. In cases of computer networks where it is highly imperative that the efforts of The Disrupters be neutralized, coordinated assaults can be arranged using aliases and multiple membership ID’s to present a wide array of negative and meddlesome messages.

C. Diversionary efforts

1. Bread and Circuses

a. Celebrities: The use of celebrities is a proven means of diverting attention from serious political Issues. Moreover, the use of selected celebrity figures as political spokesperson can be a very effective means of getting our message across.

b. Sports: Sports are useful as a means of diverting attention from serious political issues and dulling the minds of the populace. By focusing all their energies on sporting events, we can prevent people from undertaking the intense and serious study necessary to take effective political action.

c. Gambling: The provision of numerous outlets for public gambling serves multiple purposes; it serves to keep the popular attention engaged on sporting events, as well as what has become known as “lottery fever. ” Perhaps more important, widespread gambling not only keeps the general public poor, it provides needed income for our own uses– especially when allowed in the form of state lotteries which purport to provide money for education, senior citizens, or other popular purposes. In fact, through the careful use of accounting manipulation, much of the funds raised are being diverted to support many of the other programs and efforts described in this memo.

Finally here are the EOs that are the fly in the ointment.

State of National Emergency

The following are a few examples of some EOs and their purposes that relate to a State of national emergency. [1]

10995–Federal seizure of all communications media in the United States;

10997–Federal seizure of all electric power, fuels, minerals, public and private;

10998–Federal seizure of all food supplies and resources, public and private and all farms and equipment;

10999–Federal seizure of all means of transportation, including cars, trucks, or vehicles of any kind and total control over all highways, seaports and water ways;

11000–Federal seizure of American people for work forces under federal supervision, including the splitting up of families if the government so desires;

11001–Federal seizure of all health, education and welfare facilities, both public and private;

11002–Empowers the Postmaster General to register all men, women and children in the United States of America;

11003–Federal seizure of all airports and aircraft;

11004–Federal seizure of all housing and finances and authority to establish Forced Relocation. Authority to designate areas to be abandoned as “unsafe,” establish new locations for the populations, relocate communities, build new housing with public funds;

11005–Seizure of all railroads, inland waterways and storage facilities, both public and private;

11051–Provides FEMA complete authorization to put above orders into effect in times of increased international tension of economic or financial crisis (FEMA will be in control in case of “National Emergency”).

“President William Jefferson Clinton wrote one EO that can cover all of these. He wrote Executive Order 12919 on June 3, 1994, which was released on June 6, 1994.

This EO will be the only thing he needs to enact in order to become a fully empowered dictator. It covers all of the EOs mentioned previously. The only thing this EO doesn’t do is define WHAT the “national emergency” would have to be in order for this EO to be signed. Please keep that in mind. Anything can be declared a “national emergency” to facilitate EO 12919 being enacted.”
